PLANNING in SAMLESBURY

The Central Lancashire Core Strategy was adopted in July 2012. 

Produced by Preston, South Ribble and Chorley councils, with assistance from Lancashire county council, its aim is to help co-ordinate development in the area and contribute to boosting employment and investment. It will encourage sustainable managed growth, whilst protecting and enhancing green spaces and access to open countryside.

Local Plan (Adopted July 2015)


The Local Plan was submitted to the Secretary of State in October 2012. It underwent a public examination in March 2013 and received a Partial Report from the Planning Inspector in November 2013.  


The Council received the Inspector's final report in May 2015, following this, the Local Plan was adopted at Full Council on 22 July 2015.


Supplementary Planning Documents (SPDs)


SPDs offer local planning authorities the opportunity to add guidance on specific policy areas. They are quicker and simpler to prepare than a local plan. Whilst they are not examined by an Inspector, an SPD is still subject to a process of consultation and engagement with relevant parties.


The purpose of SPDs is to provide guidance on the interpretation and implementation of relevant planning policies, particularly those in the Central Lancashire Core Strategy and Local Plan.

South Ribble has a very high proportion of land designated as Green Belt.


Green belts have been an enduring element of national planning policy. They check the unrestricted sprawl of large built-up areas; prevent neighbouring towns from merging into one another; assist in safeguarding the countryside, preserve the character of historic towns and encourage the recycling of derelict and other urban land.
